Sustained Development
Zespół Elektrociepłowni Wrocław KOGENERACJA S.A., as one of the biggest enterprises in the Lower Silesia, a meaningful producer of electric and thermal power in the region, and one of the biggest employers in Wrocław, guided by the feeling of responsibility for the entire region, wants to take the active part in the process of the region’s development with the use of the philosophy of the Sustained Development.
Philosophy of Sustained Development
Sustained Development is the philosophy of the social and economic development harmonised with the respect for the environment. For the first time, the concept of the sustained development was internationally recognised in 1992, during the United Nations Conference Environment and Development (UNCED). This conference, also known as the Earth Summit, took place in Rio de Janeiro on 3-14 June, 1992. The representatives of 178 countries took part in it.
The representatives of 173 countries signed documents formulating, in the official way, the principles of the Sustained Development. Among theses documents is the catalogue of the principles of conduct called the Agenda 21 for the introduction and execution of the Sustained Development. Chapter 28 of the Agenda 21 became a legal basis for the appointment of the Commission on Sustained Development (CSD) whose task became the fullest implementation of the provisions of the Agenda 21. There are three main principles here on which based are the activities related to the Sustained Development:
- Solidarity of all the people, both within the space (i.e. today, on the local, regional, national or global level) as well as in time (i.e. between the current and future generations).
- Orientation to the future generations – the selections made today may not limit the freedoms of all the future participants in the social and economic life.
- Participation – engagement of all the participants in the social and economic life in the region.
Electricité de France, a producer of energy with a global reach, as one of the first ones recognised the great importance of activities related to the Sustained Development. EDF, after the summit in Rio de Janeiro, very actively participated in the formulation of this new idea and organised works inside it in order to implement the principles proclaimed during this summit. KOGENERACJA S.A. as one of the companies belonging to the EDF Group Poland, adopted the said principles and is active in their implementation.
Pillars of Sustained Development
The idea of sustained development is based on the following three pillars:
- Economic effectiveness – benefits for the community taking into account the costs for the society and the environment
- Care for the environment – protection of the natural, non-renewable resources, minimisation of the negative impact on the environment.
- Social balance – creation of the new jobs and actions to raise the quality of life.
The Sustained Development makes possible the reconciliation of the drive to achieve a satisfying profit with a serious care for the surrounding community and the environment.
Why KOGENERACJA?
KOGENERACJA S.A. is one of the largest entrepreneurships in the Lower Silesia and, at the same time, the biggest producer of electric and thermal power in this region. KOGENERACJA S.A. has almost 598 employees.
It is also first in Poland heat and power plant that implemented and certified the System of Management of Quality (ISO 9001) and System of Management of the Environment (ISO 14001). KOGENERACJA S.A. is deeply rooted in the very heart of the Lower Silesia. For over 100 years, from the generators at Łowiecka Street flows the electric power for the city and the region.
KOGENERACJA S.A., implementing the philosophy of the EDF Group, and guided by the feeling of responsibility for its employees, the region and the environment, initiated the projects of Sustained Development. They concern both the activities aiming at modernisation inside the production plants of KOGENERACJA S.A., i.e. Elektrociepłownia Wrocław and Elektrociepłownia Czechnica as well as on the outside, within Wrocław, Community of Święta Katarzyna and other places. The actions aiming at modernisation concern the limitation of emission of harmful gases, use of the renewable sources of energy, liquidation of waste yards, etc.
An important element is cooperation with the Wrocław city authorities concerning the revitalisation of tenements, new connections of the heat consumers to the centralised, municipal heat distribution network, and comprehensive rationalisation of the consumption of energy.
Moreover, together with the Board of the Community of Święta Katarzyna, conducted are the activities in the Community’s Zone of Business Activities aiming at winning new investors willing to create new jobs there.

For the full execution of the project of Sustained Development necessary it to win the broadest possible support from the possibly biggest number of participants in the social and economic life of the Lower Silesia.
